The smart tachograph is the latest version of the digital tachograph (EU tachograph), the installation of which in every bus or truck in the entire EU and Switzerland is mandatory since June 2019. With the new mobility package I, which came into force in August 2020 and has a transitional period until 2024, there are further important changes that must be observed. In certain cases - e.g. in international traffic - the legislator requires a mandatory conversion of older tachographs to intelligent tachographs.
These adjustments were preceded by various legal harmonizations of existing social regulations in road traffic (driving times and rest periods). The purpose of these legal adjustments and measures is to further improve road safety, ensure competition in the European single market, and prevent the manipulation of digital tachographs. The objectives pursued in this context are to create the conditions for safe, efficient and socially responsible freight transport in the future. The focus was on amending Regulation (EC) No. 561/2006 with regard to the minimum requirements for maximum daily and weekly driving times, minimum breaks and daily and weekly rest periods, and Regulation EU No. 165/2014 with regard to position determination using smart tachographs (DSRC). With the adjustment for the time being on July 31, 2020, the EU Mobility Package 1 was additionally published in the Official Journal of the EU. In addition, the implementing regulation EU No. 2021/1228 was finally adopted by the EU Commission on July 16, 2021.
This ensures that drivers comply with these legal regulations and that errors in road traffic - for example due to overtiredness or dwindling concentration - are avoided. At the heart of this is the introduction of smart tachographs or smart tachographs. With EU control devices of this type, location data is automatically stored via satellite systems and violations can be detected more easily. With the help of so-called DSRC technology (Dedicated Short-Range Communications), control authorities on the roads can read out certain data from the tachograph while driving, without having to stop the vehicle.
